Seoul: A law allowing South Korean parents to physically discipline their children is to be scrapped, authorities said, prompting controversy in a country where hierarchical family values still predominate. Reporting of child abuse – including neglect and emotional abuse as well as physical or sexual assaults – rose more than 10-fold between 2001 and 2017 to 22,386 cases, with 77 per cent of the perpetrators known to be the victims’ parents. “More in our society agree that child abuse is a serious social problem,” Seoul’s Welfare Minister Park Neung-hoo told reporters. That makes young victims of domestic violence especially vulnerable, as filing a complaint or publicly criticising a parent can be considered a disgrace – or even a “sin against heaven”. With few facilities for abuse victims, many parents facing prosecution have their charges dropped as there is no-one else to care for their children, said youth rights activist Kang Min-jin. Earlier this year a 12-year-old girl who had reported abuse by both her biological father and her stepfather to police was murdered by the stepparent.
New Delhi: Delhi Commission For Women (DCW) Chief Swati Maliwal on Tuesday met the family members of the Unnao rape survivor at AIIMS and said her condition continues to be critical.Maliwal had also met the victim and her family at the hospital in Lucknow where she was admitted following the accident of the car she was travelling in. The Unnao rape survivor was brought to AIIMS in New Delhi on Monday. “Met the mother of Unnao rape survivor at AIIMS. The situation of the child continues to be critical. She has contracted pneumonia and according to doctors, her life is in danger. Her mother is very nervous. The DCW team has been with the family in the last 24 hours and will stay with them. We will do all possible help,” she posted on Twitter.
OTTAWA — Statistics Canada says the country’s crime rate ticked up again in 2018, for a fourth year in a row, though it was still lower than it was a decade ago.The severity of crime also rose by two per cent, according to the agency’s statistical formula.The agency says the increase was driven by more cases of fraud, sexual assault, shoplifting and other thefts.But there were fewer break-ins and robberies.The homicide rate also declined.The finding is based on data from by Canadian police forces, so it doesn’t include crimes that weren’t report to police.The Canadian Press
The projects, aimed at quickly putting in place the basic groundwork for a voluntary repatriation operation and conditions for refugees to return home, will also benefit some 4 million internally displaced persons (IDPs) who are starting to return on their own to the same areas. “Refugees in the camps in neighbouring countries have told us they are reluctant to return to a region almost totally lacking in infrastructure and basic services after more than two decades of conflict,” UN High Commissioner for Refugees (UNHCR) spokesman Ron Redmond told a news briefing in Geneva today. He added that for returns to become a reality UNHCR needs immediately funds for the projects. Of the estimated $62 million needed for 2005, the agency has not yet received any contributions. The emergency team deployment and initial rehabilitation projects are being paid for from funds borrowed from operational reserve. The dispatch of the emergency team follows a trip to the region last week by Deputy High Commissioner Wendy Chamberlin, who heard Sudanese refugees in camps in Kenya and Uganda say that they were eager to return as soon as conditions permit. Ms. Chamberlin’s visit followed the signing of a peace accord a month ago by the Khartoum Government and the Sudan People’s Liberation Movement (SPLM), ending the fighting that left more than 2 million dead in civil strife and war-induced famine. That war was separate from the conflict in the western Darfur region, where up to 2 million people have been displaced in fighting between rebels, the Government and Janjaweed and other militias. UN officials hope the peace agreement in the south will have a spill-over effect in Darfur. Five members of the team are already on the ground, five more leave for Sudan later this week, with the others scheduled to depart shortly. They will boost 22 staff already deployed in Rumbek, Juba and Yei in southern Sudan. Their tasks range from simple but important individual assistance to infrastructure work, such as renovating or building schools and health centres and rehabilitating roads and water sources. They will also focus on creating youth and women’s centres to promote reconciliation, education on HIV prevention, mine awareness training, and setting up small income-generating projects.
In its latest situation report on the Ukraine crisis, the UN’s Office for the Coordination of Humanitarian Affairs (OCHA) painted a stark portrait of daily life in the country’s conflict-affected areas amid reports of ongoing hostilities at Donetsk airport, as well as in the towns of Shyrokyne, Avdiivka and Shastia. Meanwhile, casualties are also being reported daily. According to OCHA, between mid-April 2014 and 14 May 2015, at least 6,334 people have been documented as killed and 15,752 as wounded while unexploded ordinance and landmines pose a continuing threat to civilian lives. Against that backdrop, the Ministry of Social Policy has registered some 1.3 million people as internally displaced – an increase of about 44,000 people in the past three weeks alone – while the exodus from the country is also on the rise. The Office of the UN High Commissioner for Refugees (UNHCR) has reported that about 857,000 Ukrainians have sought asylum, residence permits or other forms of legal stay in neighbouring countries – an increase of about 23,000 people in the past two weeks.Life in the embattled provinces of eastern Ukraine is also precarious from a healthcare standpoint as services are increasingly curtailed due to lack of medicine and medical equipment. Access to healthcare is severely constrained across the east and in non-Government controlled areas in particular, because of lack of medicine and medical equipment. OCHA added that there is an increased burden on healthcare facilities particularly due to the influx of displaced families.
The Delta Routine has graced several stages with its rock ‘n’ roll, but the band isn’t so familiar with Columbus – and its about to change that this weekend. The Milwaukee-based group is scheduled to perform in Columbus 7 p.m. Sunday at Scarlet & Grey CafÃ©. Lead vocalist and guitarist Nick Amadeus said the band is looking forward to the Columbus tour stop and the fresh audience to come with it. He added the band has toured through parts of Ohio before but is excited to tour elsewhere in the state. “Cleveland was a little bit weird,” Amadeus said, laughing. “We wanted a change-up.” Amadeus also said The Delta Routine has drawn some of its influences from rock band Hero Jr., an Indianapolis-based band that is touring with The Delta Routine. Columbus-based band Up All Nights is also scheduled to perform with the groups at Scarlet & Grey Sunday. Comprised of Amadeus, keyboardist and vocalist Al Kraemer, guitarist and vocalist Victor Buell IV, bassist and vocalist Evan Paydon and drummer Kyle Ciske, The Delta Routine has had numerous lineup changes in members and instruments since its formation seven years ago. Amadeus said the band found some of its current members by chance at a fashion show. Another important part of the group though is its producer Mike Hoffman, who came across the band due to being a family friend of Amadeus. He’s been with the band from the group’s release of its self-titled debut album in 2007 up to its fourth and most recent release “Cigarettes and Caffeine Nightmares” Oct. 9. “Nick and the guys are very driven, inspired chaps. You know, the only kind I’ll work with,” Hoffman said in an email. “You gotta have rocket fuel in your veins if you’re gonna go anywhere. These guys are tanked up and ready to launch, always.” Referring to The Delta Routine’s music as rock ‘n’ roll with a bit of a pop element, Amadeus said he normally tries to take the lead on the songwriting aspect of albums by laying down some lyrics, then getting the main beat. He said, however, the band’s last album was a collaborative effort from the group. Brett Ruland, owner of Spoonful Records located at 116 E. Long St., said the rock scene is still very popular in Columbus and the turnout at The Delta Routine’s show should be pretty large. “That genre always sells well,” Ruland said. “Indie and rock are the bestsellers here.” Although Ruland said he has never heard of The Delta Routine, he said he’s open to listening to its music and getting himself and others in the rock ‘n’ roll scene familiar with it. Scarlet and Grey is located at 2203 N. High St. and will charge a $5 to $10 cover charge at the door for Sunday’s show.

London-based architect Barbara Weiss said that her firm has begun using 3D imagery instead of static shots to make the images more representative. “The 3D model is much more reliable. But experts say the latest startling forecast from the Electric Reliability Council of Texas looks to be more accurate, although they downplayed the potential impact to residential customers.ERCOT said on Thursday it expects to see record-breaking prices and demand for power this summer that could require it to take emergency measures to maintain supply — and force customers to curb power usage. It identified a variety of factors expected to put a strain on the grid on top of record-breaking demand, including delayed power supply projects and the closure of three major coal-fired power plants.That will result in “tight operating reserves” — numbers released Thursday show ERCOT expects to have have barely enough power to meet demand from June through September, which will result in sky-high power prices at certain times.“The ERCOT market has experienced a series of new peak demand records over the last few years as Texas’ economy continues to grow at record pace,” ERCOT President and CEO Bill Magness said in a statement. “We expect high peak demand will continue this summer.”A hot, dry summer — which is expected — and any unplanned outages of power plants would compound the problem, said Rice University associate professor Dan Cohan.“I sure hope we can dodge a bullet this time,” he said. “But the odds are stacked against us, and not many Texans see this bullet coming. This summer could be the wake-up call that drives major efforts for conservation and new build-outs of natural gas, solar, and storage to prepare for the next one.”But, he said, “Markets are tough to predict, especially since weather will play a big role, so we don’t know exactly what will happen.”Bill Peacock, vice president of research at the Texas Public Policy Foundation, a conservative think tank, said the market is working exactly like it’s supposed to — only that it’s been unfairly manipulated by renewable energy subsidies. Those have led to reliability problems — a notion many dispute — and the premature closure of coal plants, he said.It’s actually important that ERCOT and the state’s Public Utility Commission allow prices to go high this summer, Peacock said. That’s because it will spur investment in “peaking” power plants — those that run when there is high demand.“We have more than enough baseline to take care of us,” he said.Michael Webber, deputy director of the Energy Institute at the University of Texas at Austin, said ERCOT has been predicting some version of summertime doom and gloom for at least the past decade so it’s easy to shrug off this warning. While there is certainly cause for concern, he said a variety of factors will have to coalesce to result in extreme impacts like widespread power outages.And he said residential customers, who mostly pay fixed prices, aren’t likely to see a big change in their bills. Price spikes are more likely to affect large-scale commercial power purchasers and utility companies who sell power, he said. That would eventually trickle down to consumers, but it’s hard to say when and by how much. We’ve been used to playing games with force feedback for a number of years now. Typically in a game controller there’s a vibration unit that can offer up a number of force reactions depending on what’s happening in a game. For racing game fans, some of the more expensive wheel controllers have motors inside that can realistically push back against your input.Force feedback for mobile gaming is a little more difficult to achieve as every phone is different and there’s no space to include the necessary components. Developer and PhD student Pedro Lopes decided to come up with a solution to that problem, and ended up using the muscles in our arms directly to achieve force feedback without the need for a motor.The system relies on the use of four electrodes attached to your forearm. Impulses are then sent to a specific muscle, which painlessly contracts involuntarily and tilts the device being held. The user compensates by using their other arm to right the device, giving a sense of force feedback.The whole system is known as electrical muscle stimulation (EMS) and is more commonly used for rehabilitation and recovery for muscles that have been damaged or exercised extensively, as in the case of an athlete.Lopes says that in his tests gamers preferred this EMS method of force feedback over the more traditional vibration solution. It also offers a number of advantages because it requires no motors, meaning it can by miniaturized to the point where an EMS unit clips on to the side of a smartphone or tablet. No motors also means it requires much less power than a vibration pack, again making it suitable for mobile devices.The prototype unit Lopes created sits on the back of a smartphone and is quite bulky. However, the final force feedback device should be small enough to almost go unnoticed when attached, and the wires and electrodes will be the equivalent of carrying around a second pair of earphones.There’s no plans yet to commercialize the unit, but it will be on display at the ACM SIGCHI Conference on Human Factors in Computing Systems in April. It’s pretty much exactly what you would expect from an Xbox One media remote, complete with a design that matches the standard Xbox controller.As soon as the controller is available in stores and online, you’ll be able to add it to your Xbox One arsenal for $25. It basically puts everything you would normally do with your voice into a package that is significantly smaller than the Xbox One controller. And if you kick or drop it off the sofa, it’s not going to accidentally change the channel, or worse, get damaged like the standard controller could.
