The Communist Party of India (Marxist) has asked the government to issue photo identity cards to the 3.11 crore people who have been included in Assam’s updated National Register of Citizens (NRC) that was released on August 31.The party cited the Citizenship (Registration of Citizens and Issue of National Identity Cards) Rules, 2003, to raise this demand.Some NGOs and political leaders in the State have felt the need for some kind of ‘NRC-included’ proof, especially for daily-wagers who move to other States for work. One of the reasons is a drive against “foreigners” in the States adjoining Assam after the release of the final NRC.In Meghalaya, for instance, some students and tribal organisations have been raiding factories in a bid to drive out those without proper citizenship credentials. At least 30 labourers from Assam were asked to leave an industrial estate in Meghalaya’s West Khasi Hills district.“An identity card has become essential for people included in the NRC, particularly in a communally-charged atmosphere. But the authorities should issue such cards after correcting the clerical errors,” CPI(M) State secretary Deben Bhattacharyya said.There have been several instances of data entry errors with names misspelt and genders changed.The CPI(M) also sought an ‘entirely judicial’ process for handling the cases of the more than 19 lakh people excluded from the NRC.“The excluded are to be tried in the quasi-judicial Foreigners’ Tribunals. They should ideally be tried in a transparent judicial system and the government should ensure the poor among them are provided legal help,” Mr. Bhattacharyya said.

Let me state the definition of a car that would do a head of state proud, well a head-of-state of a country that is doing well economically that is. The car should have presence; the engine should be powerful enough to supply power to half your colony and at the same time be appreciated for being green, the car should be luxurious but also sporty enough to give some of the sports cars a run for their money; last but not the least, the car should have a heritage that should be well known and something that I would be proud to buy into.As far as heritage goes, Bentley is right up there, having established itself on the proving grounds of one of the toughest endurance races the world has ever seen, the Le Mans 24hr races. But its flagship, the Arnage, was now dated. So Bentley went back to the drawing board and decided to use things from its past as the building blocks of the car that is now known as the Mulsanne.The car itself looks rather slab sided from the front. The rest of the car is pleasing with smooth flowing lines that are traditional as well as modern, strong haunches and a rear that is dominated by large exhaust pipes. The headlamps are reminiscent of the original Bentley flagship.The engine on the Mulsanne houses cutting edge technology. The engine consumes less fuel depending on the load situation and can even shut down four of its eight cylinders under 2000 rpm so as to be about five per cent more fuel efficient overall. Although the car itself has turned out to be heavy, the 1000 Nm of torque can propel it to over 100 kmph in just over five seconds and to a top speed of nearly 300 kmph.The car is surprisingly easy to drive. Electronics help keep it stable under hard acceleration and emergency braking which was often required on my drive on the scenic roads near Inverness in the north of Scotland. The engine has oodles of power and the eight-speed conventional automatic gearbox works very well. Gear shifts are seamless and with eight ratios there is no perceptible jerk when the gears shift. Keeping in touch with its sporty nature, the Mulsanne has gear shift paddles on the steering wheel as well. The drive experience is good and the rear seats even better, but what stands out is the Naim Audio made 20-speaker 2200-watt music system. For untrained ears, it’s the best that I have heard in a car till date and audiophiles have also been praising it.On the move the loudest noise comes from the tyres on tarmac, and that itself is slight enough for you not to notice. I would have liked the exhaust note to have been a little more striking but perhaps the nobility and the intended buyers of the car prefer the silence.You may have second opinions on the looks but there is no denying that Bentley has achieved what it set out to. The production for next year is already sold out and all you can do is join the queue for a car in 2012. Price: 1.1 crore (approx)advertisementOn the road: In the Scottish HighlandsInverness is a town that does not fit in with the pristine surroundings; it’s an ugly jumble of modern and ancient buildings, narrow streets and industrial areas, not suited to be seen in the Bentley Mulsanne. I have of course, the V8 under the hood and over a thousand newton-metres of torque to call upon, and I put it to good use as the concrete jungle of the capital of the Scottish Highlands disappears behind me. It is perhaps the picture postcard landscapes that Scotland presents that makes me want to get away from Inverness, because it’s a pretty decent city, and ranks very high (in the top 10) in the quality of life index of British cities.The mountain roads are narrow and after a heavy downpour, glisten in the harsh sun, a ribbon of sunlight upon the bright green Scottish highlands, to misquote the famous British poet who drew his inspiration from the Welsh mountains. For roads like these, one needs a super agile, fast accelerating, light car that can play the straights, pirouette around the curves and accelerate hard till the next turn. The Mulsanne on the other hand is huge (I wonder if two Mulsannes can pass by each other on these Scottish roads) and it does take a lot to get the nearly three tonne mass of steel, alloy, fluids and flesh up to speed and then bring it to a near stop for the tight corner.The roads in the Scottish Highlands seem to be at the side of the valleys with smoothened out hills on either side and a river or a lake to keep the road company, more often than not. This too is picture postcard country much like in Austria but the difference is that the hills here are lower and much more rounded and the greens are brighter as compared to the darker greens in Austria. The men working in the countryside seem to wear netting around their faces, something I presume we would use here to keep the bees away while we are busy stealing their honey. In Scotland I am told these midgets breed in hundreds of thousands in summers and can cause high discomfort when they bite.-Yogendra PratapSuzuki GSX R-1000The moment the new Suzuki GSX R-1000 rolled into our garage, I knew this was the best ‘show off’ superbike one can buy. Given of course, you can’t afford the gorgeous and stratospherically priced Ducati 1198 that is. Of all superbikes currently available in India, the GSX best fits the Transformer image; it seems if would just disassemble itself and turn into a towering robot with a deep throaty voice. What it does though is attract lots of eyeballs. The GSX isn’t a gentle beast like the Honda Fireblade (relatively of course), and you get a hint of it when you mount it. The engine has the typical four cylinder awaking noise followed by a hum that misses a beat once in a while as it idles in anticipation. Slot into first and begin rolling and suddenly, the GSX feels very alive indeed. One might be pottering about in 6th gear with the revs barely above 3000 rpm, but get too excited with the throttle and it lurches ahead like a predator.As the engine revs keep piling (and these pile up really fast, mind you), the world turns into a blur, and more often than not one ends up looking skywards. With such manic acceleration we were on the brake more often than the throttle, and the front brake itself, was quite a revelation. There’s so much bite, feel and progression, it really needs to be felt to be believed. It also causes such fierce weight transfer to the front that holding the brakes hard for a longish time had us on the front wheel when we least wanted. Bengaluru, Jun 23 (PTI) Newly-appointed coach Anil Kumble today said the issue of conflict of interest has been discussed with the BCCI and will be resolved before he officially assumes charge of the Indian cricket team. Former captain Kumble was appointed the teams head coach for a one-year tenure by the BCCI on the eve of its working committee meeting in Dharamsala. Kumbles association with Tenvic, a company “in the business of sports and consulting”, has raised questions around a possible conflict of interest in the past. “We (BCCI and I) have already discussed that. Whatever needs to be done will be done before I take up this role officially. That has been discussed, and it has been clear with the BCCI as well. Something that can be easily resolved,” Kumble said when asked about the issue by reporters after BCCIs announcement. Kumble, the highest wicket-taker for India till date and third in Test list behind Muttiah Muralitharan and Shane Warne, emerged as a front-runner in the last few days even though he has no experience in coaching in the international arena. The spin legend expressed his displeasure at being asked about the same issue repeatedly during the interaction with the media in-front of his residence. He compared it with a middle name erroneously given to him in the media during his playing days. “Whenever I am mentioned, the term conflict is added to my name. I have played for 18 years. When I used to play, a middle name, Radhakrishnan, was given to me. Dont know where it came from. After I retired conflict has become my middle name. I have spoken to BCCI. Whatever needs to be done we will do,” Kumble said. The BCCI expressed similar displeasure at being asked about the conflict of interest, but added the issue has been addressed. “I think conflict of interest has become a very fashionable word to use. That has been completely addressed, and whatever decisions around that have been addressed prior to making this decision. Amendments to the Motor Vehicle Act will take effect on Sunday, June 1, to clarify driver and pedestrian responsibilities for crosswalk safety. “There is a shared responsibility between pedestrians and motorists at crosswalks and intersections,” said Murray Scott, Minister of Transportation and Infrastructure Renewal. “We are confident these amendments will provide clearer direction for everyone.” The amendments were passed by the legislature in fall 2007, after an interim report by the Joint Crosswalk Safety Taskforce. In April, the province accepted recommendations cited in the final report, including an initial investment of $300,000 over three years. The task force made 42 recommendations in education, engineering, enforcement and evaluation. The amendments include: “These amendments are part of our ongoing efforts to improve the safety of all road users in Nova Scotia,” said Mr. Scott. Motorists and pedestrians who fail to abide by the Motor Vehicle Act are subject to penalties such as demerit points, licence suspensions and fines ranging from $500 for a first offence to $2,000 for a third offence. The crosswalk safety amendments are part of the province’s legislative enforcement and awareness initiatives to improve road safety, including a ban on hand-held cellphones, doubling fines for speeding in school and construction zones, legislation to combat street racing and an integrated impaired driving enforcement unit. The legislation also supports government’s priority to keep communities safe. Washington DC: Scientists, using NASA’s Lunar Reconnaissance Orbiter (LRO), have observed water molecules moving around the dayside of the Moon, the US space agency said, an advance that could help us learn about accessibility of water that can be used by humans in future lunar missions. Measuerments from the Lyman Alpha Mapping Project (LAMP) instrument aboard the LRO of the sparse layer of molecules temporarily stuck to the surface helped characterise lunar hydration changes over the course of a day, according to the study published in the journal Geophysical Research Letters. More recently, scientists have identified surface water in sparse populations of molecules bound to the lunar soil, or regolith, NASA said in a statement. The amount and locations vary based on the time of day. This water is more common at higher latitudes and tends to hop around as the surface heats up. Lunar water can potentially be used by humans to make fuel or to use for radiation shielding or thermal management; if these materials do not need to be launched from Earth, that makes these future missions more affordable, Hendrix said in a statement. Water molecules remain tightly bound to the regolith until surface temperatures peak near lunar noon. Molecules thermally desorb and can bounce to a nearby location that is cold enough for the molecule to stick or populate the Moon’s extremely tenuous atmosphere or exosphere, until temperatures drop and the molecules return to the surface, the US space agency said. Michael Poston from Southwest Research Institute (SwRI) in Texas, US, had previously conducted extensive experiments with water and lunar samples collected by the Apollo missions. The latest research revealed the amount of energy needed to remove water molecules from lunar materials, helping scientists understand how water is bound to surface materials. Lunar hydration is tricky to measure from orbit, due to the complex way that light reflects off of the lunar surface, said Poston, who is now a research scientist on the LAMP team,. “Previous research reported quantities of hopping water molecules that were too large to explain with known physical processes. I’m excited about these latest results because the amount of water interpreted here is consistent with what lab measurements indicate is possible,” he said. Scientists have hypothesised that hydrogen ions in the solar wind may be the source of most of the Moon’s surface water. When the Moon passes behind the Earth and is shielded from the solar wind, the water spigot should essentially turn off, they noted. However, the water observed by LAMP does not decrease when the Moon is shielded by the Earth and the region influenced by its magnetic field, suggesting water builds up over time, rather than raining down directly from the solar wind.
27 July 2011The United Nations Human Rights Committee today accused Belarus of violating its international agreements by executing two persons while their cases were still under review by the committee. The committee – an independent body supervising compliance with the International Covenant on Civil and Political Rights (ICCPR) – expressed “dismay” that the executions were the second such breach by Belarus in two years. According to a press statement issued by the committee, Oleg Grishkovtsov and Andrei Burdyko had alleged that they were subjected to torture at the pre-trial investigation stage and did not receive a fair trial. Media reports indicated the two were found guilty of premeditated murder, armed assault, arson, kidnapping of a minor, theft and robbery.The committee had asked authorities in Belarus not to carry out the executions while their cases were under consideration. The exact date of the executions remains unknown but it is presumed that they took place between 13 and 19 July.The committee sent a letter to Belarus’ Permanent Mission in Geneva, expressing concern over the apparent executions “in violation of the committee’s request for interim measures of protection.”“Our requests for interim measures of protection are aimed at averting irreparable harm to alleged victims of human rights violations. The committee deplores the fact that, by proceeding to execute these two individuals, Belarus has committed a grave breach of its obligations under the Optional Protocol to the International Covenant on Civil and Political Rights,” said Zonke Zanele Majodina, the committee’s chairperson. The letter said that under the covenant: “It is imperative that a death sentence be imposed only in full respect of the right to a fair trial. The imposition of a death sentence after a trial that did not meet the requirements for a fair trial amounts to a violation of articles 14 and 6 of the covenant,” Ms. Zanele Majodina said.In March last year Andrei Zhuk and Vasily Yuzepchuk were executed despite the committee’s request for interim measures of protection, it said.

The state gambling commission has approved a compact allowing the Cowlitz Tribe to start sharing in gaming revenues with other tribes.Tribal Chairman William Iyall said Thursday that he and Gov. Jay Inslee will sign the compact, which will be sent to the U.S. Secretary of the Interior for publication in the Federal Register.Regardless of the outcome of a years-long legal battle over establishing a reservation in Clark County, Thursday’s compact puts the Cowlitz Tribe on equal footing with the 28 other federally recognized tribes in the state by allowing it to share in gaming revenues.Each tribe in Washington state has an allotment of 975 player stations, all or some of which can be leased to tribes that have casinos.Iyall said he hopes to be collecting gaming revenue by the end of the year. The exact number of player stations the tribe will lease out has not been determined, he said.Thursday’s gambling commission meeting was at the Comfort Inn & Conference Center in Tumwater.Iyall and David Trujillo, director of the gambling commission, gave presentations on the compact on May 2 to the state Senate Commerce and Labor Committee and on Monday to the House Government Accountability and Oversight Committee in Olympia.
